Publisher accounts are approved by default once you complete registration and verify your email — there is no manual review at that stage.The crucial step comes afterwards: the compliance review of the site(s) you submit. Your site must be approved by our compliance team before you can start earning.

Once your site is approved, ensure your billing details are filled in correctly under Settings → Payment Settings before your first payout.
